However, the seller has indicated that he could not find serial numbers on any of the exterior areas of the other parts. He has NOT disassembled the rifle to look at the interior sections (stock barrel channel or underneath handguard, for example).

Taking a second look at your photos I noticed something interesting. The stock appears to be one piece. Normally the Type 38 6.5mm and Type 99 7.7mm stocks are two piece construction, the lower rear portion of the stock being dovetailed and glued to the upper portion, and the join line is usually noticeable. Never saw an Arisaka stock like that.
